Growing Tomatoes Inside

I moved to Baltimore to collage and you want even some euro on vegetables, I am a foodst raw tomatoes and are expensive. I want to know how / or if it is possible to grow these either inside or outside the window. I was looking at Topsy TURVERY PLANT PRODUCER ESC work?

They look like they will work, but I do know from experience. I do not know the name of the place, but there is a restaurant in the city that grows tomatoes on their rafters and other vegetables in gunny bags (same concept as the producer plant upside down).
