I had the best dressing / marinade / sauce ever when I went to Los Ranchos Steakhouse in Miami. I had the surf and turf. Seemed simple enough, olive oil, garlic, parsley, salt, pepper. If anyone knows what else I miss to this, please share!

Sounds like you might have a chimichurri sauce, or a variant thereof. Many recipes circulating on the web, searching for Argentina and Chimichurri.

Here's a version I like:

Brian Chimichurri

8 large or 12 medium cloves garlic, peeled
1 / 2 cup chicken broth
1 / 4 cup lime juice
1 / 4 cup red wine vinegar
1 / 2 cup EVOO * good *
1 cup cilantro
3 cups parsley

Use your robot here, people. Start with the garlic, one at a time, but do not wait in between for more than a second or two. Add chicken broth, lime juice, red wine vinegar, EVOO, cilantro and parsley. Process for about 30-45 seconds. All cilantro and parsley should be in small pieces.
